Project description

The overall development objective of the TA project is to build an inter-dependent ecosystem of SMME Associations that would contribute towards creating a diversified and competitive economy. The specific objective of the Project is to improve the institutional capacities and effectiveness of business associations in Lesotho by improving partnerships, entrepreneurship, skills development and access to finance and markets,

The TA project has four components.

1.     Institutional Assessment of Business Associations ‘needs, capacity, relevance, delivery and Networking of Stakeholders

2.     Development of shared services and Business Development Support

3.     Expansion of the Business Development Services Market and

4.     Project management and coordination.

Location: Maseru, Kingdom of Lesotho

Expected starting date: September 2018

Duration: 36 months

Positions available:

1.     Lead Consultant

Role and responsibility

·        Accountable to the project coordinator for the performance of the project against agreed targets, and for the implementation of the project;

·        Review relevance of the institutional capacities, systems and functions of the participating business associations in relation to the key private sector reforms being undertaken in Lesotho;

·        Identify institutional and functional gaps and strategic challenges BAs are facing in contributing towards Private Sector Development reforms and designing and delivering services to their r membership;

·        Identify areas of support needed by the business associations to enhance their capabilities to effectively participate in the reform dialogue and capacitate their members to respond to the reforms and programs

·        Networking of beneficiary agencies and other stakeholders to have a shared vision, determine common approach and agree on shared services;

·        Design and develop programs based on the findings of the assessment above

·        Determine the scope of work and schedule for implementation of all activities

·        Oversee work of the consultants/experts responsible for the two components;

·        Ensure that all activity reporting requirements are met

·        Share experience with the steering committee on the progress of the programme and its success

·        Any other work as may be reasonably requested by the project coordinator

Qualifications

·        Advanced degree in business management, economics, economic development, project management or any related field

·        Experience in supporting Business Associations and a good understanding of the SMME sector in developing countries;

·        Proven leadership, analytical and communication skills as well as ability to demonstrate attention to details

·        Excellent communication skills and ability to write succinct and focused reports

·        Proven ability to work effectively both independently and in a team

·        Experience with working in a multidisciplinary environment, with BDS providers and in SME upgrading related activities.

2.     Consultant/Experts – Shared Services 

Role and responsibility (Reporting to Lead Consultant)

Phase 1: Analysis: Identification of variables and their costs

Activities:

·        Identify and determine the scope of services to be shared.

·        Understand all aspects of existing services, such as requirements and real costs.

·        Benchmark costs against similar arrangements to determine potential targets for service costs.

·        Based on the preceding, make recommendations on scope and services targets.

Phase 2: Design.

Activities

·        Develop the policies and principles that will apply to the provision of the service.

·        Set service pricing and billing arrangements.

·        Set service standards for delivery based on expectations and resources.

·        Determine governance and operational structures required to support the services.

·        Determine location for service delivery.

·        Develop an implementation plan (including youth internship program) to cover financial and human aspects

Phase 3: Start-up – Implementation

Activities

·        Develop capacity of the champions that will promote and support the concept.

·        Understand capabilities and competencies of the association in terms of Shared Services.

·        Adjust performance measurement and reporting systems to provide accountability and encourage successful implementation.

·        Adjust the communications plan to inform, receive input and promote the concept.

Qualifications

·        An advanced degree in economics, business management, finance or related field

·        A minimum of ten years’ experience of enterprise development or related work

·        Prior experience in designing shared services for business associations and/or working in an business association offering shared services;

·        Familiar with challenges facing SMMEs especially in developing countries;

·        Training of Trainer experience

·        Proven skills in SME strategy design

 

3.     Consultant/Expert – Business Development Services 

Role and responsibility (Reporting to Lead Consultant)

BDS Supply

·        Review and assess current business development services market and identify other relevant players to assist in strengthening of the market;

·        Development of operational manuals and systems,

·        Capacity building of Business Development Service providers

·        Development and adaptation of contemporary practical business development manuals and programs

·        Design and development of a BDS market database accessible by all stakeholders

·        Establishment of BDS certification leading to accreditation system/program to ensure quality service to SMMEs to accelerate growth and development of the sector;

·        Development of Monitoring and Evaluation tools;

·        Development of promotional tools

 Qualifications

·        Have educational background in economics, entrepreneurship, finance, business management or any other relevant and related fields.

·        Extensive knowledge and experience in business development services design, BDS providers capacity building and delivery of services;

·        Knowledge and issues concerning SME capacity building

·        Experience with working in a multidisciplinary environment, with BDS providers and in SME upgrading related activities

·        Knowledge and some experience in BDS certification and accreditation system/programs;

·        Have experience with transfer of knowledge, participatory approaches and/or facilitation

·        Certification by a recognized organization as an entrepreneurship development trainer will be an added advantage

4.     Consultant/Expert – Business Development Services 

Role and responsibility (Reporting to Lead Consultant)

Support to LHHA

·        Support LHHA to develop a strategic plan

·        Link the Association with SMME Support Network for sustainable services;

·        Undertake an assessment of members’ facilities and provide development/improvement plan for each member to satisfy the new facility grading requirements;

·        Support members to prepare bankable business plans to upgrade their facilities and facilitate access to finance by linking them to the relevant stakeholders including SMME Support Network

·        Support Association to access available grants and loan facilities to support Association activities and member projects;

·        Support members to prepare bankable business plans

Support to LEMFA

·        Review and refine LEMFA’s strategic plan;

·        Link the Association with SMME Support Network for sustainable services;

·        Develop guidelines and code of ethics for LEMFA self-regulation

·        Strengthen secretariat and establish linkages with institutions of higher learning for continued capacity building

·        Design training program for members to understand rules and regulations to increase compliance

·        Design program for the Association that will create industry synergies and collaboration with Banking sector and other stakeholders

·        Support Association to access available grants and loan facilities to support Association activities and member projects;

·        Support members to prepare bankable business plans

Support to BDS Providers: Aimed at capacitating BDS providers to support SMMEs expand their businesses and grow taking advantage of the various existing and new SMME instruments including those that will be introduced under the ECGF project.

·        Select BDS providers that will support the identified SMMEs based following an Expressions of Interest for provision of business development services. (Priority will be given to BDS providers that are registered under the SMME Support Network and have under-grown training)

·        Design a program to support SMMEs with potential in identified priority sectors (i.e. tourism, textile, clothing and leather) and agribusiness.

·        Provide technical support especially in training, coaching, mentoring to members of the identified business associations.

·        Develop a transparent process and criteria for selecting SMMEs that will benefit from the technical assistance. (Priority should be to businesses for women and youth);

·        Identify the SMMEs as per process and criteria

Qualifications

·        Have educational background in economics, entrepreneurship, finance, business management or any other relevant and related fields.

·        Have knowledge and experience in Micro-finance

·        Knowledge and issues concerning SME capacity building

·        Fifteen years’ experience of conducting entrepreneurship development training which involves self-assessment, individual transformation and business stimulation activities.

·        Prior experience in conducting SME business diagnostic

·        Excellent communication skills and ability to write succinct and focused reports

·        Have experience with transfer of knowledge, participatory approaches and/or facilitation

·        Certification by a recognized organization as an entrepreneurship development trainer will be an added advantage
