About the Role
The project, funded by the African Development Bank (AfDB) as part of the PEAPPJF Burundi, aims to design and implement the country's future national incubation mechanism.
The intervention consists of:
- conducting a comprehensive assessment of existing support mechanisms in Burundi;
- designing the architecture, governance, and services of the national incubation mechanism;
- defining the processes, tools, and support pathways for entrepreneurs and MSMEs;
- proposing an institutional and operational model adapted to the Burundian context;
- strengthening the capacities of local structures that will be integrated into the system; supporting the initial launch of the mechanism, particularly in agro-pastoral value chains.
- The objective is to structure a coherent, effective, and sustainable national incubation system capable of improving entrepreneurial support and sustaining the creation of viable MSMEs in Burundi.
About the Role
The Head of Mission will be responsible for the technical and strategic coordination of support for the establishment of the future national incubation mechanism within the framework of the PEAPPJF Burundi.
As a senior specialist in incubation and agribusiness, he/she will lead the methodological work, supervise the team of experts mobilized, and ensure the technical quality of all deliverables related to the development of incubation services for agro-pastoral value chains.
Main responsibilities
- Steering and coordination
- Ensure the planning, coordination, and supervision of the consortium's technical interventions.
- Guarantee methodological consistency and the quality of deliverables.
- Supervise the team of experts (incubation, agribusiness, ESG/gender, digitalization, branding, cooperatives).
- Ensure operational liaison with national institutions, technical partners, and the AfDB.
- Structuring the incubation system
- Design the architecture of the future national incubation mechanism.
- Define support pathways: diagnosis, coaching, training, maturation, graduation.
- Develop technical reference frameworks and operational manuals for agri-food incubation.
- Support for agro-pastoral value chains
- Identify the support needs of entrepreneurs, cooperatives, and rural MSMEs.
- Propose technical solutions for processing, quality, marketing, and economic viability.
- Integrate agri-food dimensions into incubation modules and tools.
- Capacity building
- Support local structures involved in the future incubation system (public institutions, territorial partners).
- Supervise training for the local team and future incubator coaches.
- Capitalize on best practices and structure reproducible tools.
Required profile
- Master's degree in agribusiness, entrepreneurship, agri-food, economic development, or equivalent.
- Minimum 10 to 12 years of experience in incubation, entrepreneurial development, or agribusiness.
- Proven experience in designing or managing entrepreneurship support programs.
- Solid experience in agri-food, value chains, and rural MSMEs.
- Experience with projects funded by international donors (AfDB = strong asset).
- Experience in East Africa or complex rural environments.
Key skills

- Fluent French; knowledge of Kirundi or Swahili = asset.
