About the Role
The Project to Support the Establishment of the National Development Bank (BND) is part of the Program to Support Financial Sector Development and Financial Inclusion (PADSFI), financed by the African Development Bank (AfDB).
It aims to provide the Democratic Republic of Congo with a public development bank responsible for long-term financing of structural investments, SMEs/SMIs, young entrepreneurs, and priority sectors of the national economy.
The mission covers institutional design, financial structuring, staff recruitment and training, and the establishment of the "Youth and Entrepreneurship Bank" window.
The total duration of the project is 10 months, with a planned start date in December 2025.
About the Role
The Head of Mission/Senior Expert in Finance and Banking Development will be responsible for the technical, strategic, and institutional coordination of the project to support the establishment of the National Development Bank (BND).
He/she will lead the design, structuring, and launch of the BND, ensure the quality of deliverables, and serve as the main point of contact for the Ministry of Finance, the Central Bank of Congo, and the African Development Bank.
Main responsibilities
- Oversee all mission activities and coordinate thematic experts.
- Lead the development of the business plan, governance documents, and BND approval file.
- Ensure the technical and institutional consistency of the project with the guidelines of the Ministry of Finance and the AfDB.
- Supervise work related to financial modeling, product design, and development strategy.
- Support the preparation of procedure manuals, the organizational chart, and the training plan.
- Contribute to the mobilization of technical and financial partners.
- Supervise the drafting of progress reports, the final report, and strategic recommendations.
Required profile
- Master's degree (BAC+5) in Finance, Economics, Banking, or an equivalent field.
- Minimum 15 years of professional experience, including at least 10 years in the management or creation of financial institutions.
- Proven experience in the design, development, or restructuring of public or development banks.
- In-depth knowledge of banking governance, risk management, and strategic planning practices.
- Must have already managed at least two similar projects financed by international donors (AfDB, World Bank, EU, etc.).
- Excellent command of French; knowledge of English is an asset.

Expected deliverables
- BND business plan and financing model.
- Complete application file for approval by the Central Bank.

- Final report and strategic recommendations for the launch of the BND.
