About the Role
The Financial Sector Development and Financial Inclusion Support Project (PADSFI), financed by the African Development Bank (AfDB), aims to strengthen the stability, depth, and inclusiveness of the financial system in the Democratic Republic of Congo.
In this context, the Belgian Bankers Academy (BBA) is supporting the Project Management Unit (PMU/PADSFI) in implementing a mission to raise awareness among Congolese financial market players.
This mission includes:
drafting an Investor's Guide,
establishing the yield curve,
and a training and awareness program in several cities across the country.
About the Role
Under the supervision of the Head of Mission, the Communications and Outreach Specialist will be responsible for designing and implementing the national communications plan aimed at strengthening the understanding and support of public, private, and institutional actors for Congolese financial market reforms.
He or she will ensure the consistency of messages, the visibility of the project, and the dissemination of communication materials through the media, events, and digital channels.
Main responsibilities
- Develop the project's communication and awareness strategy in line with the PADSFI objectives.
- Design the operational communication plan (campaigns, media, tools, budget, schedule).
- Develop institutional content (articles, brochures, videos, press releases, posts).
- Coordinate the production of communication materials (visuals, publications, radio, web).
- Oversee the implementation of awareness-raising activities at the national and provincial levels.
- Support the design of the Investor's Guide and related communication activities.
- Ensure the graphic and editorial consistency of communication materials.
- Produce visibility and evaluation reports on communication actions.
Required profile
- Master's degree (5 years of higher education) in Communication, Public Relations, Social Sciences, Journalism, or a related field.
- Minimum of 7 years of professional experience, including 5 years in institutional or public communication.
- Have led at least 3 communication plans in projects funded by donors (AfDB, EU, World Bank, etc.).
- Proficiency in strategic communication, institutional writing, and awareness campaigns.
- Good understanding of the financial sector, financial inclusion, and economic governance issues.
- Excellent command of French (written and spoken). Knowledge of national languages is an asset.
- Proven coordination, facilitation, and teamwork skills.
