About the Role

The Project to Support the Establishment of the National Development Bank (BND) is part of the Program to Support Financial Sector Development and Financial Inclusion (PADSFI), financed by the African Development Bank (AfDB).


It aims to provide the Democratic Republic of Congo with a public development bank responsible for long-term financing of structural investments, SMEs/SMIs, young entrepreneurs, and priority sectors of the national economy.


The mission covers institutional design, financial structuring, staff recruitment and training, and the establishment of the "Youth and Entrepreneurship Bank" window.


The total duration of the project is 10 months, with a planned start date in December 2025.

About the Role

Under the supervision of the Head of Mission, the Entrepreneurship and SME Expert will support the design, implementation, and development of the "Youth and Entrepreneurship Bank" window within the future National Development Bank (BND).

 

He/she will contribute to the development of financial products tailored to SMEs, the structuring of non-financial support mechanisms, and the definition of eligibility and performance criteria for the window.


Main responsibilities

  • Design the strategy for the "Youth and Entrepreneurship Bank" window.
  • Identify the financing and capacity-building needs of SMEs/SMIs and young entrepreneurs.
  • Define appropriate financial products and instruments (loans, guarantees, patient capital, grants).
  • Propose eligibility criteria and mechanisms for granting financing.
  • Develop tools for monitoring and evaluating the window's performance.
  • Support the design of the window's communication and visibility plan.
  • Participate in staff training and awareness-raising among economic actors.

Required profile

  • Master's degree (BAC+5) in Economics, Finance, Business Development, Entrepreneurship, or equivalent.
  • Minimum 10 years of professional experience, including 5 years in SME financing or support.
  • Proven experience in designing or managing entrepreneurship support mechanisms (funds, service centers, incubators).
  • Good knowledge of the African private and entrepreneurial sector.
  • Experience in donor-funded projects (AfDB, EU, World Bank, etc.).
  • Excellent command of French; knowledge of English is an asset.
