About the Role
The Project to Support the Establishment of the National Development Bank (BND) is part of the Program to Support Financial Sector Development and Financial Inclusion (PADSFI), financed by the African Development Bank (AfDB).
It aims to provide the Democratic Republic of Congo with a public development bank responsible for long-term financing of structural investments, SMEs/SMIs, young entrepreneurs, and priority sectors of the national economy.
The mission covers institutional design, financial structuring, staff recruitment and training, and the establishment of the "Youth and Entrepreneurship Bank" window.
The total duration of the project is 10 months, with a planned start date in December 2025.
About the Role
Under the supervision of the Head of Mission, the Financial Planning and Modeling Expert will be responsible for designing, updating, and analyzing the financial tools necessary for structuring the National Development Bank (BND).
He/she will develop financial projections, projected balance sheets, financing plans, and profitability models to support strategic decision-making and NDB accreditation.
Main responsibilities
- Develop and update the business plan and short-, medium-, and long-term financial projections.
- Build financial models incorporating capital structure, product portfolio, and profitability.
- Develop cash flow statements, projected balance sheets, and income statements.
- Support the design of the financing plan and resource mobilization strategy.
- Identify equity, debt, and concessional resource requirements.
- Contribute to the preparation of the approval file and the drafting of financial documents for the Central Bank.
- Train project managers in reading and updating the financial model.
Required profile
- Master's degree (BAC+5) in Finance, Economics, Accounting, Financial Management, or equivalent.
- Minimum 10 years of experience in financial planning and modeling, including 5 years in the banking or development sector.
- Proficiency in advanced financial modeling tools (Excel, Power BI, R, Python, or equivalent).
- Proven experience in developing business plans for financial institutions or public projects.
- Knowledge of IFRS standards, financial risk management, and reporting to donors.
- Excellent command of French; English is an asset.
