About the Role

The Project to Support the Establishment of the National Development Bank (BND) is part of the Program to Support Financial Sector Development and Financial Inclusion (PADSFI), financed by the African Development Bank (AfDB).


It aims to provide the Democratic Republic of Congo with a public development bank responsible for long-term financing of structural investments, SMEs/SMIs, young entrepreneurs, and priority sectors of the national economy.


The mission covers institutional design, financial structuring, staff recruitment and training, and the establishment of the "Youth and Entrepreneurship Bank" window.



The total duration of the project is 10 months, with a planned start date in December 2025.

About the Role

Under the supervision of the Head of Mission, the HR/Organization & Training Expert will be responsible for designing the organizational structure, human resources system, and staff capacity-building plan for the future National Development Bank (BND).

 

He/she will support the implementation of the organizational chart, job descriptions, recruitment of key executives, and definition of the training plan aligned with the BND's institutional strategy.


Main responsibilities

  • Design the organizational structure and job descriptions for the BND.
  • Define recruitment profiles and participate in the selection process for senior executives.
  • Develop the human resources management manual (policies, procedures, compensation, evaluation).
  • Implement a training plan and skills development program.
  • Support the deployment of the integration and change management plan.
  • Contribute to the implementation of the performance evaluation system.
  • Train staff on leadership, governance, and institutional effectiveness.

Required profile

  • Master's degree (BAC+5) in Human Resources, Management, Organizational Development, or equivalent.
  • Minimum 10 years of professional experience, including 5 years in projects to structure or set up financial institutions.
  • Proven experience in talent management, HR planning, and skills development.
  • Knowledge of African institutional and banking environments.
  • Have developed at least one institutional HR plan for a public or banking organization.
  • Excellent command of French; English is an asset.
