About the Role

The project, funded by the African Development Bank (AfDB) as part of the PEAPPJF Burundi, aims to design and implement the country's future national incubation mechanism.


The intervention consists of:

  • conducting a comprehensive assessment of existing support mechanisms in Burundi;
  • designing the architecture, governance, and services of the national incubation mechanism;
  • defining the processes, tools, and support pathways for entrepreneurs and MSMEs;
  • proposing an institutional and operational model adapted to the Burundian context;
  • strengthening the capacities of local structures that will be integrated into the system; supporting the initial launch of the mechanism, particularly in agro-pastoral value chains.
  • The objective is to structure a coherent, effective, and sustainable national incubation system capable of improving entrepreneurial support and sustaining the creation of viable MSMEs in Burundi.

About the Role

The Incubator Development and Management Expert will provide strategic and operational support for the implementation of the future national incubation mechanism within the framework of the PEAPPJF Burundi program.


He/she will help define the organizational models, tools, services, and processes needed to build an incubation system tailored to MSMEs and agro-pastoral value chains, while strengthening the capacities of the local structures that will be involved in its implementation.


Main responsibilities

  • Design the overall architecture of the future incubation mechanism: operational model, governance, services, incubation pathway.
  • Develop tools, benchmarks, and support methods tailored to rural entrepreneurs and agro-pastoral sectors.
  • Define the processes for welcoming, selecting, diagnosing, coaching, monitoring, and graduating entrepreneurs.
  • Support local support structures (public or associative) in their professionalization and preparation for the role of incubator.
  • Contribute to the design of training modules for incubation teams.
  • Identify the technical, material, and organizational capacity needs for the deployment of the mechanism.
  • Produce the manuals, operational guides, and organizational proposals necessary for the functioning of the mechanism.
  • Support coordination with national stakeholders (ministries, public agencies, local structures, economic actors).

Required profile

  • Master's degree in entrepreneurship, management, economics, innovation management, economic development, or equivalent.
  • Minimum 7 to 10 years of experience in the design, management, or development of incubators or entrepreneurship support mechanisms.
  • Proven experience in structuring entrepreneurial ecosystems, incubation models, support programs, or innovation centers.
  • Experience in Africa or in contexts with a strong rural component = major asset.
  • Experience with projects funded by international donors (AfDB, EU, World Bank, etc.).
  • Solid experience in capacity building and institutional support.

Key skills

  • Proficiency in incubation and entrepreneurial support approaches.
  • Ability to design methodological tools, manuals, and operational processes.
  • Ease in coordinating with public actors, MSMEs, cooperatives, and support structures.
  • High teaching, writing, and organizational skills.
  • Very good command of French; Kirundi or Swahili = an asset.
