About the Role
The project, funded by the African Development Bank (AfDB) as part of the PEAPPJF Burundi, aims to design and implement the country's future national incubation mechanism.
The intervention consists of:
- conducting a comprehensive assessment of existing support mechanisms in Burundi;
- designing the architecture, governance, and services of the national incubation mechanism;
- defining the processes, tools, and support pathways for entrepreneurs and MSMEs;
- proposing an institutional and operational model adapted to the Burundian context;
- strengthening the capacities of local structures that will be integrated into the system; supporting the initial launch of the mechanism, particularly in agro-pastoral value chains.
- The objective is to structure a coherent, effective, and sustainable national incubation system capable of improving entrepreneurial support and sustaining the creation of viable MSMEs in Burundi.
About the Role
The ESG, Gender & Safeguards Expert will contribute to integrating environmental, social, and gender dimensions into the design, implementation, and gradual rollout of the future national incubation mechanism in Burundi.
He/she will ensure that the project complies with AfDB safeguard policies and that inclusive practices are adopted within the support structures that will be supported under the program.
Main responsibilities
- Integrate ESG requirements and AfDB safeguard standards into the tools, frameworks, and processes of the future incubation mechanism.
- Conduct an ESG/gender assessment of the support structures and stakeholders involved in incubation.
- Define mitigation measures, internal protocols, and environmental and social best practices adapted to the Burundian context.
- Support the systematic integration of gender into entrepreneurial support services.
- Train local teams and partner structures on ESG standards, gender, and safeguards.
- Contribute to the definition of indicators and the monitoring of the project's ESG/gender performance.
- Produce technical notes, tools, and reports required by the donor.
Required profile
- Master's degree in development, environment, social sciences, project management, or equivalent.
- Minimum of 7 years of experience in ESG integration, gender, and environmental and social safeguards.
- Proven experience on projects financed by international donors (AfDB = major asset).
- Experience in agricultural, agri-food, rural SME, or entrepreneurship programs = asset.
- Experience in training, capacity building, and institutional support.
Key skills
- Proficiency in ESG standards and international donor safeguard policies.
- Expertise in gender mainstreaming and inclusive approaches.
- Excellent analytical, writing, and advocacy skills.
- Ability to work with a variety of stakeholders (public structures, MSMEs, cooperatives).
- Very good command of French (spoken/written).
- Knowledge of the Burundian or regional context = an asset.
