About the Role

The project, funded by the African Development Bank (AfDB) as part of the PEAPPJF Burundi, aims to design and implement the country's future national incubation mechanism.

The intervention consists of:

  • conducting a comprehensive assessment of existing support mechanisms in Burundi;
  • designing the architecture, governance, and services of the national incubation mechanism;
  • defining the processes, tools, and support pathways for entrepreneurs and MSMEs;
  • proposing an institutional and operational model adapted to the Burundian context;
  • strengthening the capacities of local structures that will be integrated into the system; supporting the initial launch of the mechanism, particularly in agro-pastoral value chains.
  • The objective is to structure a coherent, effective, and sustainable national incubation system capable of improving entrepreneurial support and sustaining the creation of viable MSMEs in Burundi.

About the Role

The Monitoring, Evaluation, and Capitalization Expert will be responsible for designing, deploying, and operationalizing the incubator performance monitoring system.


He/she will ensure data quality, regular analysis of results, and the production of deliverables expected by the PMU and the AfDB.


Main responsibilities

  • Design or adapt the monitoring and evaluation framework for supported incubators.
  • Define indicators, data collection tools, procedures, and internal responsibilities.
  • Strengthen the capacity of incubator teams in M&E (data collection, analysis, reporting).
  • Ensure the consolidation and interpretation of performance data.
  • Contribute to the documentation, capitalization, and dissemination of good practices.
  • Produce the required monitoring reports, analysis notes, and dashboards.
  • Support the implementation of digital reporting tools if necessary.
  • Ensure compliance with AfDB requirements in terms of results and traceability.

Required profile

  • Master's degree in statistics, economics, development, project management, or equivalent.
  • Minimum 7 years in monitoring and evaluation or results-based management.
  • Proven experience with international donors (AfDB preferred).
  • Experience with entrepreneurship, incubation, agriculture, or SME programs = an asset.
  • Experience in capacity building, M&E tool production, and quantitative/qualitative analysis.

Key skills

  • Proficiency in M&E/RBM methods, tools, and frameworks.
  • Ability to structure simple, reliable, and operational reporting systems.
  • Strong analytical and writing skills.
  • Ability to work with multiple public institutions.
  • Fluency in French (written/spoken).
  • Knowledge of the Burundian context = an asset.
