In February–March 2021, the Belgian Bankers Academy was commissioned by the Rwanda Bankers' Association (with support from Access to Finance Rwanda) to conduct a rigorous and inclusive strategic planning process. The main objective was to define a business plan for 2021–2025 aligned with the RBA's mandate and national priorities.
Consultations & data collection
In-depth interviews with the RBA Executive Board, Access to Finance Rwanda, the Ministry of Finance, the National Bank of Rwanda, Rwanda Finance Ltd, AMIR, PSF, IFC Rwanda, MasterCard, the Rwanda Stock Exchange, the School of Finance and Banking, and other stakeholders.
Review of internal documents and secondary market research.
Organizational diagnosis
Analysis of current service offering and cost structure.
Assessment of internal competencies, identification of gaps, and HR recommendations.
Sector analysis & projection
Mapping of the banking sector and market opportunities.
Macro-sector projections and financial sector trends for 2021–2025.
Co-construction of the strategic plan
Definition of strategic priorities to contribute to Rwanda's economic transformation and inclusive growth.
Proposal for a new organizational structure and key competencies.
Estimation of financial requirements and sources of funding.
Validation & monitoring
Presentation of the draft plan to the RBA board of directors.
Development of a monitoring and evaluation plan to guide implementation over five years.
Delivery of the final report and deliverables: executive summary, activity plan, detailed budget, and timeline.
