Description

Between January 2012 and January 2014, the Belgian Bankers Academy conducted Phase 2 of the FIGA feasibility study for the Government of Brazzaville. Based on the work of Phase 1, the team:


  1. Refined the SME diagnosis : collection and analysis of socio-economic data (number of SMEs, priority sectors, location, investment needs and working capital).

  2. Mapped the actors and synergies : identification of support structures (incubators, subcontracting exchange, financial intermediaries) and definition of the cooperation model.

  3. Designed the three funds : detailed mechanisms and eligibility criteria for the Support Fund (bankable business plans), the Impulse Fund (co-financing) and the Guarantee Fund (risk sharing).

  4. Modeled capitalization and risks : risk portfolio assumptions, co-financing scenarios, capital requirements for each of the three tools.

  5. Structured institutional anchoring : establishment and management of an interministerial steering committee responsible for validating hypotheses, defining the roadmap and supervising future implementation.

  6. Developed key deliverables : SWOT analyses, financial simulations, organizational model, management and governance standards, economic and social impact assessment.

  7. Submitted & validated : restitution workshops with donors and final presentation of the roadmap and costed project.

Role of BBA
  • Collection & analysis : collection of SME data and sector studies (agriculture, trade, services)

  • Mapping : identification of actors, definition of synergies and recommendations of incubators

  • Fund design : definition of eligibility processes and technical, financial and legal modalities

  • Modeling : capitalization simulation, risk portfolio, co-financing and guarantee scenarios

  • Steering : creation and management of the interministerial steering committee, validation of working hypotheses

  • Deliverables : completion of SWOT analyses, standard business plans, organizational models, final report and roadmap

  • Restitution : organization and facilitation of presentation sessions with the Government and donors
