Between December 2006 and April 2009, the Belgian Bankers Academy provided operational management of the Fund for Microfinance Recovery, Advice and Exchanges (FORCE) , launched by the Commercial Bank of Burundi to strengthen access to financial services for the excluded population. The main achievements were:
Internal regulations & procedures manual : design and deployment of an operational guide structuring the operation of the Fund.
Grant allocation criteria : definition and validation by the Board of Directors of the methods for selecting and monitoring beneficiaries.
Business plans & cash flow forecasts : half-yearly preparation of budgets and justification of previous advances.
Guidelines for applicants : drafting guidelines governing grant applications, contracts and technical monitoring.
Monitoring and justification of expenditure : establishment of a transparent control system and half-yearly reporting to the Council.
Role of BBA
Drafting of internal regulations, procedures manual and eligibility criteria
Development and presentation of annual business plans and cash flow forecasts
Design of guidelines for the processing of grant applications and the preparation of contracts
Implementation of the technical monitoring system for funded projects and justification of expenditure
Half-yearly reporting to the Board of Directors and support during validations
