Description

The Belgian Bankers Academy supported the Rwanda Bankers' Association from July 2018 to July 2021 to launch, structure and deploy the Rwanda Academy of Finance (RAF) in three successive phases:


  1. Phase I – Design and framing

    • Implementation of the PMO and development of the business plan, business model and roadmap.

    • Multi-stakeholder consultations (banks, National Bank of Rwanda, universities, ministries) to refine the training offer.

  2. Phase II – Academic and Legal Development

    • Coordination of the design of the national curriculum: needs assessment, pilot testing, definition of accreditation standards and partnership with an international certification body.

    • Recruitment and training of trainers (TdF) to ensure the sustainability of local sessions.

    • Launch of the RAF's legal framework and formalization of its status through a legislative process.

  3. Phase III – Operational deployment and expansion

    • Selection of training providers and development of modular content (face-to-face, virtual and e-learning workshops) covering:

      • Level I : Banking fundamentals, capital markets, payments, credit, risk management, back office, AML/KYC

      • Level II : Institutional management, ALM, credit rating, e-banking, marketing, audit and compliance

      • Level III : expert modules (strategy, risks, international markets, governance)

    • Organization of training sessions, physical examinations and issuing of certifications.

    • Promotion and communication: marketing strategy, awareness raising among interns and the local press.


At the end of Phase III, the RAF had an operational PMO , a comprehensive catalogue of accredited training courses, an active e-learning platform and a network of local trainers capable of continuously reproducing and updating the programme.

Role of BBA
  • Initial assessment and field data collection

  • Consultations and interviews with key stakeholders

  • Development of the RAF business plan and operating model

  • Coordination of curriculum design and certification partnerships

  • Recruitment and training of local trainers (Train-the-Trainer)

  • Design and development of educational and e-learning materials

  • Organization of training sessions, examinations and certificate presentation

  • Drafting progress reports and strategic deliverables
