Belgian Bankers Academy supported the Rwanda Bankers’ Association from July 2018 to July 2021 in launching, structuring and deploying the Rwanda Academy of Finance, RAF, through three successive phases.

1. Phase I, Design and Scoping

   • Establishment of the Project Management Office and preparation of the business plan, business model and roadmap.

   • Multi-stakeholder consultations involving banks, the National Bank of Rwanda, universities and ministries to refine the training offer.

2. Phase II, Academic and Legal Development

   • Coordination of the design of the national curriculum, including needs assessment, pilot testing, definition of accreditation standards and partnership with an international certification body.

   • Recruitment and training of trainers to ensure the sustainability of locally delivered sessions.

   • Development of the RAF legal framework and formalisation of its status through a legislative process.

3. Phase III, Operational Deployment and Expansion

   • Selection of training providers and development of modular content for face-to-face, virtual and e-learning delivery, covering:

     • Level I: banking fundamentals, capital markets, payments, credit, risk management, back-office operations and AML/KYC

     • Level II: institutional management, asset and liability management, credit scoring, e-banking, marketing, audit and compliance

     • Level III: expert modules covering strategy, risk, international markets and governance

   • Organisation of training sessions, in-person examinations and certification.

   • Promotion and communication, including a marketing strategy and outreach to participants and the local press.

By the end of Phase III, RAF had an operational Project Management Office, a comprehensive catalogue of accredited training programmes, an active e-learning platform and a network of local trainers able to deliver and continuously update the programme.

• Recruitment and training of local trainers through a Train-the-Trainer approach

• Design and development of learning materials and e-learning content

• Organisation of training sessions, examinations and certificate delivery

• Preparation of progress reports and strategic deliverables
