Description

Between 2009 and 2011, BBA provided technical assistance to several public and financial institutions in Azerbaijan under a project funded by the European Commission.

The beneficiary institutions were:

  • Azerbaijan Investment Company, AIC
  • Azerbaijan Export and Investment Promotion Agency, AZPROMO
  • State Committee for Securities, SCS
  • Baku Stock Exchange, BSE

The assignment aimed to improve the investment climate, promote non-oil exports and strengthen the development of the securities market.

BBA contributed to the analysis of barriers to investment and exports, the formulation of public policy recommendations, institutional capacity building and the modernisation of the securities market framework.

The intervention also included awareness-raising and training activities for the institutions concerned, with the aim of supporting a more favourable economic environment for investment, exports and business finance.

BBA’s Role

  • Assessment and recommendations: evaluation of barriers to foreign direct investment and non-oil export channels

  • Pilot project design: definition of co-financing and export support mechanisms

  • Capacity building: delivery of workshops for AIC, AZPROMO, BSE and SCS on regulation, stock market listing and financial innovation

  • Legislative review: advice on the adoption of securities terminology and the updating of the regulatory framework

  • Institutional support: strengthening the governance of BSE and SCS and preparation of supervisory guidelines

  • Deliverables: diagnostic reports, good practice manuals, action plan templates and training ma
