Description

Between February 2013 and April 2014, Belgian Bankers Academy supported the Development Bank of Seychelles, DBS, in implementing its new mandate to become an efficient, modern, transparent and accountable institution. The assignment, carried out in close collaboration with DBS senior management and Board of Directors, was structured around four components:

  1. Credit Risk Management

    • Structuring and formalisation of existing credit risk practices, including the definition of clear procedures and approval levels.

    • Development of a customised credit rating methodology for DBS and a risk-based pricing framework adapted to the profile of local borrowers.

  2. Asset and Liability Management, ALM

    • Establishment and facilitation of an ALCO, Asset and Liability Committee, including the definition of its mandate, decision-making role and meeting cycle.

    • Design and implementation of a stress-testing model compliant with the requirements of the Central Bank of Seychelles, incorporating interest rate and liquidity scenarios.

  3. Governance and Internal Controls

    • Development of a modern governance framework, including drafting the terms of reference of the Board and specialised committees, and reviewing existing policies.

    • Strengthening of internal controls through the documentation of procedures and the introduction of fraud, collusion and corruption prevention mechanisms, including AML, KYC and FIA requirements.

    • Training and coaching for Board members and management on good supervisory practices, including critical challenge, decision validation and regulatory reporting.

  4. Strategic Business Plan and Market Positioning

    • Translation of the new mandate into a medium-term business plan, including the definition of an organisational structure and financial and operational objectives for 2014 to 2018.

    • Preparation of detailed financial projections and development of a clear market proposition positioning DBS as a catalyst for economic development in Seychelles.

BBA’s Role

  • Overall project management, including coordination of the assignment and facilitation of workshops with DBS senior management and Board

  • Risk management, including formalisation of credit rating and risk-based pricing procedures and development of scoring tools

  • ALM and stress testing, including establishment of the ALCO, design of the stress-testing model and training of committee members

  • Governance, including drafting of the Board’s terms of reference, structuring of committees, documentation and strengthening of internal controls

  • Training and coaching, including dedicated sessions on supervision, AML, KYC and FIA, and individual coaching for Board members

  • Business planning, including preparation of the strategic plan, financial modelling and definition of the market proposition

  • Key deliverables, including inception reports, procedures manual, ALM models, validated business plan and training materials
