Within the framework of the Global D4D Hub, Enabel entrusted the Belgian Bankers Academy (BBA) with a private sector market intelligence assignment designed to support the development of the Regional EU Tech Business Offer in Sub-Saharan Africa.

The assignment involves consolidating and structuring information from a range of sources, including contributions from the Private Sector Advisory Group, resources from the Digital Knowledge Hub, and relevant sector and investment studies. Its purpose is to transform fragmented information into clear, comparable and actionable market intelligence that can directly support decision-making.

The analysis focuses on regional and cross-border dynamics, private sector expectations, market-entry conditions, barriers to the growth of technology companies, and mechanisms that can facilitate investment. It also helps identify high-potential sectors, scalable business models and priority areas for intervention by Team Europe under the Global Gateway strategy.

By bringing together market analysis, public-private dialogue and consideration of appropriate investment instruments, the assignment will provide an operational foundation for more targeted partnerships and help prepare the next stages of the European technology offer in Africa.

BBA’s Role

BBA is responsible for the methodological and analytical delivery of the assignment. Its main responsibilities include:

  • conducting a structured review and consolidation of existing sources;
  • performing a comparative analysis of digital ecosystems and regional dynamics;
  • identifying regulatory, financing, market-access and cross-border expansion constraints;
  • developing an information gap analysis matrix;
  • formulating targeted recommendations for the next phase of private sector consultation and engagement;
  • producing concise, decision-oriented deliverables aligned with Enabel and European Union standards.

Drawing on its experience in private sector development, finance, ecosystem analysis and international programme delivery, BBA helps translate complex information into practical guidance for investment and cooperation.
