Description

Between January 2016 and June 2017, Belgian Bankers Academy deployed a technical assistance expert to SIPEM, one of the three banks participating in the SOLIDIS Partial Portfolio Guarantee Fund, to strengthen access to finance for micro, small and medium-sized enterprises in Madagascar.

Phase 1: Strengthening the MSME Offering

  • Assessment of the loan portfolio and lending practices, including MSME segments, loan volumes, maturities and grace periods.

  • Optimisation of financial products by adapting the offering to identified needs, developing loan assessment tools and training relationship managers.

  • Delivery of a three-module training programme for managers, covering credit scoring, financial structuring and banking negotiation.

Phase 2: Establishment of the Partial Portfolio Guarantee Monitoring System

  • Design of an automated reporting system and definition of key indicators, including the number of eligible loans, guaranteed amounts and recovery rates.

  • Configuration and testing of the guarantee monitoring dashboard within the bank’s information system.

  • Practical training for staff on the new procedures for monitoring and managing the partial guarantee mechanism.

At the end of the assignment, SIPEM had a comprehensive methodology for developing its MSME client base and an operational tool ensuring transparency and traceability of the guarantee mechanism.

BBA’s Role

  • Initial assessment, including the collection and analysis of MSME data and the existing credit policy

  • Design of the MSME offering, including product adaptation and the development of assessment and scoring tools

  • Delivery of practical training modules for managers and relationship officers on MSME lending and credit management

  • Information system specifications, including preparation of the terms of reference for automated monitoring of the guarantee mechanism and support with system configuration

  • Establishment of the reporting system, including development and validation of the monitoring dashboard and definition of key performance indicators

  • Operational coaching to support teams in the daily use of the tools and preparation of user guides

  • Preparation of deliverables, including MSME procedure manuals, technical specifications for the guarantee mechanism, training materials and assignment reports
