Description
Through a direct B2B partnership, the Belgian Bankers Academy (BBA) is assisting the BCC in designing and implementing a structured skills development system. The engagement aims to move the Training function beyond a primarily administrative role and establish a strategic system capable of identifying priority skills, building professional development pathways and measuring their contribution to the Bank’s objectives.
An initial phase delivered the Global Skills Development Plan 2026–2030, the Continuous and Certification Training Plan, and a comprehensive set of frameworks, methods, models and tools to support implementation. This work translates the priorities of the Kisangani Strategic Plan into professional development domains, strategic competencies and structured learning pathways tailored to the Bank’s activities.
The PAC 100 Capacity Acceleration Programme extends this work through the progressive transfer of methods and tools to the Training Directorate. Its second phase, organised into five modules from September 2026 to April 2027, is designed to strengthen the team’s ability to plan, design, manage, evaluate and continuously update the Bank’s skills development policy.
Over the longer term, the programme prepares the progressive establishment of a BCC Professional Academy, combining professional development pathways, internal certifications, learning innovation, a digital learning platform and a network of internal trainers. This roadmap will help strengthen the Bank’s institutional performance and enhance the contribution of its expertise to the Congolese financial sector.
BBA’s Role
BBA is responsible for the strategic, methodological and pedagogical delivery of the engagement. Its main responsibilities include:
- assessing the training system and aligning it with the Kisangani Strategic Plan 2026–2030;
- designing the Global Skills Development Plan and the Continuous and Certification Training Plan;
- structuring competency frameworks, professional development domains and certification pathways;
- developing the methods, tools, models and governance arrangements required for competency management;
- implementing the PAC 100 programme and transferring the methodology to the Training Directorate;
- developing an evaluation system covering learning acquisition, workplace transfer and contribution to institutional performance;
- supporting the roadmap towards a sustainable and progressively internalised Professional Academy.
Drawing on its expertise in banking, institutional transformation and capacity building, BBA helps the Central Bank of Congo translate its strategic ambitions into operational, measurable and sustainable skills development solutions.
